Subject matter: Extension of time to file a reply.
The Applicant, Attorney General of Uganda claims that, he received a notification on a filed Reference against him on alleged arbitrary arrests. However, he had to undergo a process to acquire all necessary documentation to enable him file a reply to the Reference. That, it took him long to secure such documents to the extent that, he could not file his reply in the required 45 days. He therefore filed this Application seeking for extension of time to file his reply out of time.
The Respondent, Hokolimana Vennant Musoni a citizen of the Republic of Rwanda opposes the Application on grounds that, the Applicant dragged the procedure intentionally to defeat the ends of justice therefore prays for dismissal of this Application with costs.
