The application based on the grounds that, the Applicant was imprisoned on 21st February 2022 and is still in Uganda prisons and that despite the court orders the Uganda Prisons have denied him internet services, refused to deliver to him Hearing Notices and that he is not free to argue and present his case while in Prison. The applicant also contends that he needs to utilize the diplomatic status of the court seat at Arusha to freely present his cases and that neither he is ready nor willingly to appear and argue any cases electronically basing in Uganda when he has no liberty.

The Applicant Male H. Mabirizi K. Kiwanuka is seeking orders that, the 1st respondent produces him physically to the court at Arusha-Tanzania in person for hearing of applications No. 6 & 9 of 2021 or any other matter involving him. He also seeks orders that the proceedings in the applications No. 6 & 9 of 2021 be stayed until he is delivered to the court in Arusha-Tanzania and that the cost of this application be paid to the applicant by the 1st respondent.
