The Application is based on grounds that the Applicant investigated and prosecuted the 1st Respondent in the Criminal Case subject of the Reference No. 25 of 2022 and that the reliefs and remedies sought by the 1st Respondent in the Reference will cause irreparable injury to the Applicant who has partly executed the decree from Crim. Case No. 04/2016 and would require the Applicant to be heard.

The applicant further sates the 1st respondent who inadvertently failed to join the applicant as a party to the Reference will not be prejudiced in any way. That the joinder of the applicant will strengthen or compliment the submission of the attorney General.

The Applicant, Inspectorate of Government seeks orders that the Applicant who investigated and prosecuted the 1st Respondent for illicit enrichment in criminal case no. HCT-00-ACD-00-csc-004/2016 at the Anti-corruption court in Kololo Kampala Uganda from which impugned judgement in Criminal Appeal No. 179 and 208 of 2020 arises is a necessary party to the proceedings in Civil Reference No. 25/2022 Geoffrey Kazinda vs. Attorney General of Uganda and ought to be joined and or added as respondent thereto, that leave of Court be granted for extension of time within which to file a response in defense of the said Civil Reference.
