The grounds of the Applicant’s Application are based on the fact that there was an imminent swearing in of the 9 individuals gazette as allegedly elected by Uganda’s parliament to be the country’s representatives in the 5th East African Legislative Assembly.

The substantive Reference challenging the omissions and inadequacies of the Rules of procedure of the Parliament of Uganda which were used to facilitate a sham process of choosing Representatives to the East African Legislative Assembly.

The Applicant furthermore raised the allegations that the 9 Uganda’s representatives were pre-determined and then approved after a fraudulent and irregular process conducted by the Ugandan Parliament whose rules of procedure do not provide any requirement for a transparent process of election of the said representatives.

The Applicant Phiona Rwandarugali seeks an order that interim injunction be issued against the Respondents to prohibit the recognition and swearing in of Uganda’s new 9 representatives to 5th East African Legislative Assembly till the Reference before this court is heard and determined on its merit.

The Applicant finally seeks orders that costs of this application abide the outcome of the Reference.
