East African Court of Justice, Arusha, Tanzania, 27th April 2026: The East African Court of Justice (EACJ) today launched and is convening a three-day validation workshop at the EAC Headquarters in Arusha to validate the Draft Strategic Plan 2026–2031.
The workshop brings together Judges and staff of the Court to review and validate the Court’s strategic direction, objectives, targets and implementation framework for 2026–2031. It aims to finalize the Plan’s Key Result Areas (KRAs) and operational priorities, including: Visibility of the Court; Institutional Capacity and Independence; Financial and Funding Autonomy; ICT transformation of court processes; and Extension, limitation and acceptance of the Court’s jurisdiction.
The EACJ Judge President, Hon. Justice Nestor Kayobera welcomed the workshop and reiterated the Court’s commitment to strengthening its capacity, visibility and contribution to deepened regional integration through the Strategic Plan. He emphasized that the Plan will guide the Court’s work in delivering timely, transparent and accessible justice across the Community.
The expected Workshop outcomes include the following:
- Validation and endorsement of the Draft Strategic Plan 2026–2031 text, strategic goals, indicators and five-year targets.
- Agreement on an implementation roadmap, resource-mobilization approaches and a monitoring, evaluation and reporting framework.
- Commitments to strengthen inter-organ collaboration, build institutional capacity, modernize ICT systems (including e-court services and case management), and expand public awareness and access to the Court.
- A timetable for finalization and submission of the validated Plan for adoption and resource alignment
The inputs from the workshop will be incorporated into the final Strategic Plan for adoption and resourcing. Implementation will begin once the Plan is approved.
About the EACJ
The East African Court of Justice (EACJ or ‘the Court’), is one of the Organs of the East African Community established under Article 9 of the Treaty for the Establishment of the East African Community. The Court was established in November 2001; its key mandate is to ensure the adherence to law in the interpretation and application of and compliance with the EAC Treaty. Arusha is the temporary seat of the Court until the Summit determines its permanent seat. The Court’s sub-registries are located in the capitals of the following Partner States: Burundi, Kenya, Rwanda, Uganda and United Republic of Tanzania.
