East African Court of Justice, Arusha, Tanzania, 1st May, 2026: The East African Court of Justice (EACJ) and the Hakimu Group, Inc. announced today the signing of a Memorandum of Understanding (MOU) aimed at enhancing the judicial efficiency of the EACJ through the deployment of an AI-powered case law research tool. The signing took place on 28th April, 2026, at the EACJ headquarters in Arusha.
This collaboration is set to leverage Hakimu’s innovative AI technology, designed to streamline the legal research process by identifying the most relevant case law efficiently. The partnership reflects a shared commitment to improving access to justice within the East African Community (EAC).
Hon. Nestor Kayobera, President of the East African Court of Justice, expressed enthusiasm about the partnership: “This collaboration marks a significant step towards utilizing technology to enhance the efficiency of our judicial processes. We are committed to ensuring that justice is accessible to all, and this AI tool will play a vital role in achieving that goal.”
The MOU outlines several key areas of collaboration, including:
- License and Sustainability: The EACJ will receive a perpetual royalty-free license to Hakimu’s platform, ensuring the long-term viability of the project.
- Capacity Building: Hakimu will provide training and support to EACJ Judges and Staff to facilitate the adoption of this innovative technology.
- Data Security: EACJ case law database will be securely managed, with measures in place to protect sensitive information while allowing efficient access to public case law.

About the EACJ
The East African Court of Justice (EACJ or ‘the Court’), is one of the Organs of the East African Community established under Article 9 of the Treaty for the Establishment of the East African Community. The Court was established in November 2001; its key mandate is to ensure the adherence to law in the interpretation and application of and compliance with the EAC Treaty. Arusha is the temporary seat of the Court until the Summit determines its permanent seat. The Court’s sub-registries are located in the capitals of the following Partner States: Burundi, Kenya, Rwanda, Uganda and United Republic of Tanzania.
