Arusha, 30 August 2012: The East African Court of Justice has joined the judicial fraternity and East Africans in mourning the departed Justice Joseph Nyamihana Mulenga, who passed on Wednesday 29 August in Kampala, Uganda.

“It is with profound sorrow that I inform you of the demise of the former Judge President of the East African Court of Justice, His Lordship Justice Joseph Mulenga,” Hon. Mr. Justice Harold Nsekela, the EACJ Judge President, said in a statement.

“He was a brilliant, thoughtful, calm, and principled Judge, who laid a firm foundation for the Court,” the Judge President continued.

He described the late Justice Mulenga as one of the key players in the operationalization of the Court and conveyed his condolences to the Community and the bereaved family, adding that “the Republic of Uganda and the East African Community have lost a great Judge”.

Justice Mulenga was appointed a judge of the East African Court of Justice in 2001 and was among the six founder Judges of the Court. He served as the Vice President of the Court and was appointed its President in July 2008, a position he held until his retirement in October 2008. The former EACJ Judge President also served as a Supreme Court Justice of Uganda.

The East African Court of Justice (EACJ or the Court), is the judicial arm of the East African Community established under Article 9 of the Treaty for the Establishment of the East African Community.

Operationalized in November 2001, the Court’s major responsibility is to ensure the adherence to law in the interpretation and application of and compliance with the EAC Treaty.

Arusha is the temporary seat of the Court until the Summit determines its permanent seat. The High Courts of the Partner States serve as sub-registries.
